Citizens of EAEU countries can work in Armenia without a work permit. A social number and an employment contract are enough. After the first month of work, you file an online application for a residence permit based on employment, which takes from two weeks to a month. The rules change on November 1, 2026.
Important update. On November 1, 2026, amendments to the Law on Foreigners, adopted by Parliament on January 20, 2026, take effect. If you are getting a residence permit in Armenia through employment, this means the following:
- EAEU citizens who work in Armenia must apply for residence status after signing an employment contract, and a state fee of AMD 30,000 (Armenian dram) will apply. Until October 31, 2026, this is free;
- residence documents for foreigners will become biometric, and biometric data must be provided in person;
- if you hold a temporary or permanent residence permit and are absent from Armenia for 183 days or more, you must notify the migration authorities through the electronic platform within 10 days;
- a permanent residence permit will only be available after three years on a temporary one;
- residence permits already issued remain valid until they expire;
- state fees rise: a temporary residence permit will cost AMD 150,000 (currently AMD 105,000), and a permanent one AMD 250,000 (currently AMD 140,000). Fees will no longer be refunded if an application is refused. See the Ministry of Internal Affairs announcement.
Armenia is a member of the Eurasian Economic Union (EAEU), which includes Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia itself. For citizens of EAEU countries, Armenia offers favorable conditions for living and working, which makes it an attractive choice for people who want to legalize their stay abroad while staying close to a familiar cultural environment. People from EAEU countries regularly come to Armenia: some in transit to Europe, others to open a bank account, and many end up wanting a residence permit too. This article walks through getting a residence permit in Armenia through employment. It has become very popular, both with people who decided to relocate and with those looking for a fast residence permit as a form of proof of address or as a first step toward Armenian citizenship.
Types of Residence Permits in Armenia
A residence permit in Armenia can be temporary, permanent, or special (issuance of the special 10-year status ends on November 1, 2026), and it can be obtained on several different grounds.
A residence permit in Armenia is granted on one of the following grounds:
1. Through Work or Business
- Employment contract. Find an employer in Armenia and sign an employment contract. This is the route we cover in detail below.
- Entrepreneurship. Register a company or a sole proprietorship in Armenia, and confirm that you are running a business or investing in the economy. From November 1, 2026, a financial threshold is introduced for sole proprietors: turnover of at least AMD 1 million in the 60 days before applying, or an equivalent balance on their accounts.
2. Through Study
- Enroll at an educational institution in Armenia (a school, college, or university).
- Provide confirmation of enrollment and proof that you can support yourself during your studies.
3. Through Family Ties
- Marriage to a citizen of Armenia.
- Close relatives (children, parents, spouses) who hold Armenian citizenship or a permanent residence permit.
- Proof of the family relationship (birth certificate, marriage certificate, and so on).
4. For People of Armenian Origin
- Confirm your Armenian roots (for example, with a birth certificate or documents showing the nationality of your parents or grandparents).
- From November 1, 2026, the special status is no longer issued; documents already issued remain valid.
5. Through Investment
- Make a significant investment in Armenia’s economy (for example, in real estate, a business, or a large project).
- Have the amount and significance of the investment assessed.
- The rules for this category are changing under the 2026 reform, so it is best to check the conditions before applying.
Employment is one of the most popular grounds for a residence permit in Armenia. If you find an employer, or are helped to get formally hired, the application process is very simple.
Do EAEU Citizens Need a Work Permit in Armenia?
For foreign nationals, a work permit is normally a mandatory condition of legal employment. However, as an EAEU member, Armenia grants certain privileges to citizens of the partner countries. Citizens of Russia and the other EAEU countries do not need a work permit. This simplifies hiring: the employer doesn’t have to obtain any additional permits, and you can start working as soon as you sign an employment contract.
What Is a Work Permit?
Although “work permit” literally means permission to work, in Armenia the term is commonly used for the residence card itself, which you can apply for once you are employed. In other words, a citizen of, say, India must first obtain a work permit, and only then can they look for an employer and apply for a residence permit. A citizen of Russia, Belarus, or another EAEU country can start work on the day they arrive, with just a social number and an employment contract. After that, they or their employer apply for the resident card, which is also known as a residence permit through employment, or a work permit.
Steps to Get a Residence Permit Through Employment
- Get a local phone number. This matters for further communication and for completing the paperwork.
- Get a notarized translation of your passport. Use the passport you entered Armenia with. (Citizens of Russia may enter on an internal passport; if that’s the case, have the internal passport translated.)
- Choose a suitable migration office. It is best to avoid popular districts such as Kentron and Arabkir, where queues can be huge. After that, get a social number (SSN).
- Start looking for long-term housing and a job. If you haven’t found work before moving, this becomes your priority.
- Sign an employment contract. The contract can be drawn up for several years (for example, to get a long-term temporary residence permit). Ideally, it should be in two or three languages. Keep copies of the contract, as you’ll need them for things like opening bank accounts.
- Give your passport details and SSN to your employer’s accounting department. This is needed for tax and social contributions.
- Rent a place to live. Once you have a lease and an employment contract, download statements from your bank accounts in your home country, along with documents confirming the taxes you’ve paid in recent years (for example, a 2-NDFL income certificate if you worked in Russia).
- Apply to open bank accounts. Go to Armenian banks with your documents ready. You can find recommendations on choosing a bank in specialized sources or communities.
- After the first month of work: Your employer pays taxes on your behalf. About a month later, the tax data becomes visible to the migration service. You then file an online residence permit application based on employment.
- Keep working. Your employer will keep paying taxes, social contributions, and stamp duty for you.
- Get your residential registration. This step is mandatory even if you hold a temporary residence permit or a five-year permit.
- Renew your temporary residence permit (if issued for a year). Apply for an extension every 11 months to extend it for the next year.
What the Work Permit Card Looks Like
The card shows:
- your first and last name;
- your photo;
- the validity dates;
- the basis for issuance (employment);
- a serial number and other security features.
Timing and Cost
- Timing: A residence permit through employment usually takes from two weeks to a month.
- Cost: For EAEU citizens, it is free until October 31, 2026. From November 1, 2026, a state fee of AMD 30,000 applies to the certificate confirming lawful residence. For other foreigners, residence permit fees are AMD 105,000 (temporary) and AMD 140,000 (permanent) until October 31, rising to AMD 150,000 and AMD 250,000 from November 1.
How Often Can You Leave Armenia Without Losing Your Residence Permit?
Many countries require you to live there for more than 183 days a year, but with a residence permit in Armenia, and especially one based on employment, there are some nuances. You can easily go on long business trips, work remotely for a company in another country, and in general be absent for reasons beyond your control. As long as your employment contract is in force, the basis for your residence permit still exists, and it is hard to imagine that a residence permit through employment would be annulled. There have been no such cases in practice. Of course, if the employment contract is terminated, the work permit is annulled the following month.
An important change to keep in mind: from November 1, 2026, if you hold a temporary or permanent residence permit and are absent from Armenia for 183 days or more, you must notify the migration authorities through the electronic platform within 10 days after that period ends. Failing to do so can lead to your status being terminated, so if you travel often, keep track of how long you’ve been away.
Reviews and Practical Experience
Based on the experience of applicants from EAEU countries, the process goes smoothest when you first make sure that your employer is actually registered in Armenia and that the employment contract is drawn up in two or three languages. This noticeably reduces the number of follow-up questions from the migration service.
